My vote is Paris in spring. Green, warm, fantastic architecture, food, atmosphere. Second would be Jerusalem, but that place has obvious down sides too.

Stockholm, Sweden; it’s extremely clean, efficient, and built on a bunch of forested islands surrounded by inlets.
Paris has some real dirty sections (like around Gare du Nord and Pigalle) but of course is charming.
