What low emissions, do you have any idea how much poo a horse lets out, the reason our cities are so clean now is that the internal combustion engine displaced all the horses. Life span in the city was about 15 years shorter then people living in the country mainly because of the animal waste.
Now imagine all that poo, dirt and then add a little rain and think of walking through that, and taking it into your house.
Bad idea, walk or take a bike instead.

Horse - there would still be traffic (as there was before cars existed) but hey, free fertilizer.
