If you are in decent shape 13-15mph is average.

In plane land and no against heavy wind, 19-20 milies/hr. You can make 22 mi/hr - no problem. If assending, that depends on height. It may slow you down to 11-14 miles. If going down, 23-25 mi/hr

For the rest of us normal people you can do 2022 mph and not end up covered in low gears with little resistance and pedal fast to keep from wearing your legs out.
