can i apply for a green card from back home ?my country?

this friend said he applied for it throught the american embassy here. back home, how can i do that? dont i need an excuse for it ? he said he applied as a normal person who wants to just live and work in the US dont have a wife/nor H1 visa nothing .can i do that? or this dumba$$ is just talkin outta his *** cause ive never heard of that way b4 unless its a lottery
oh sorry, he meant send forms to usa gov by DHL , mail them to them then wait for the answer. is that possible?
